Kurdistan: Uncertainty and limbo surrounding the custodial status of a Kurdish civilian held at the intelligence detention center in Sine (Sanandaj)

On April 7, 2025 Amjad Salehzadeh a 38 years old from Saqqez continues to face legal uncertainty after spending two and a half months in temporary detention at the “Shahramfar”detention facility, the intelligence agency of Islamic Revolutionary Guard Corps (IRGC) in Sine (Sanandaj).
Mr. Salehzadeh was arrested on January 22, 2025 by the IRGC security forces.
According to a reliable source, during his detention, Mr. Salehzadeh has been denied access to legal representation and family visitation. His temporary detention has been extended multiple times at the directive of IRGC security forces. Reports indicate that he has been subjected to coercive measures and torture to extract forced confessions.
As per information received by the Kurdistan Human Rights Association in Geneva, on January 22, 2025, IRGC security personnel brutally assaulted and arrested Mr. Salehzadeh at his workplace without a judicial warrant.
Following his arrest, they raided and conducted a search at his personal residence.
To date, no precise information has been disclosed regarding the reasons for Mr. Salehzadeh’s detention or the charges against him.
In March 2023, Salehzadeh was trialed by the First Branch of the Revolutionary Court in Saqqez, presided by Judge Javad Mostafaei, to three months of corrective imprisonment for "propaganda against the regime of Islamic Republic of Iran." Citing the penal reform law, the court converted his prison sentence into a monetary fine of 160 million rials.
This sentence was subsequently reduced to a fine of 120 million rials under Article 442 of the Penal Code.
On April 33, 2024, the conviction regarding the payment of the 120 million rials fine was enacted in the Second Branch of the Criminal Execution Court of the Saqqez public Prosecutor's Office.
Previously, on March 17, 2023, Mr. Salehzadeh had been summoned to the Saqqez Intelligence Office and was released on temporary bail after one day of interrogation, pending the completion of judicial proceedings. He was accused of "propaganda against the regime” during an investigative session held on January 22, 2024 at the First Branch of the Revolutionary Prosecutor's Office in Saqqez.
